POLICIES AND RULES OF PLAY
2012 Policies/General Info:
1. All players must be registered with all fees paid and release forms signed in order to be eligible.
2. The division of players is done per volunteer coaches NOT the Youth Enhancement Association (YEA). If a problem arises we encourage the parent and coach to work it out among themselves.
3. Teams must have like uniform tops with numbers on front and back. Reversible jerseys are preferred.
4. No jewelry or hard casts/braces are allowed during play or warm-ups.
5. It is the coach’s responsibility to provide one volunteer to score each game. This will not be provided by the YEA.
6. Please note the code of conduct for the coaches, players and spectators listed on our web site.
7. Only two coaches are allowed on the bench and the head coach is the only coach allowed to stand. Also, only the head coach may comment/discuss with the refs or scorekeepers.
8. The YEA will furnish balls, no outside balls allowed please.
9. The YEA will utilize high school basketball players as referees.
10. A YEA member(s) will be present at all games. If you encounter a problem or have suggestions please let them know. The YEA wants this to be a productive, fun and safe environment for each player and spectator.
11. In case of inclement weather, check our web site one hour prior to game time for any delays or cancellations.
12. No gum in either gym please.
13. Clean court shoes are required. If a player is found to have dirt, sand or gravel in shoes we will ask them to be removed.
14. There will be concessions available in the cafeteria. This is a fundraiser for several high school organizations thus, YEA asks no outside food or drink be brought in (unless the concession stand is not available.)
Rules:
v Rims:
3rd/4th girls will play on 9 foot rims.
3rd/4th grade boys and 5th/6th grade boys and girls will play on 10 foot rims.
v Balls:
All divisions will use a 28.5 inch ball.
v Courts:
3rd/4th will play cross-court. 3-point line will not be in play. There is a 5 second lane violation.
5th/6th will play full-court. 3-point line will be in play. There is a 3 second lane violation.
v Time:
All divisions will play two, 20 minute halves.
Each game will be started by a jump ball. Alternate possession for 2nd half
Clock will stop for: time outs, half time, and on whistles ONLY in the last minute of each half.
5 minute half time.
Each team is allowed two, 1 minute time outs per half (unused timeouts are not carried over into the second half).
v Overtime:
2 minute overtime started by a jump ball. The clock will stop with whistles in the final minute only.
Each team has one, 1 minute timeout (again…no unused timeouts are carried over).
After one overtime, sudden death will go into effect- first team to score wins. No time limit and no timeouts in sudden death. Sudden death will be started by a jump ball.
v Fouls:
Each player will be allowed 5 fouls before ejection from game.
Bonus penalty: 7th team foul = 1 and 1. 10th team foul = 2 shots.
Technical fouls:
2 tech. fouls on bench (coach) = ejection from game.
2 tech. fouls on player = ejection from current game and the next game.
2 coach ejections = elimination from the league.
v Full Court Press:
3rd/4th: No full court press allowed (once a defensive player secures the rebound the offense must at that time back off and break to the other side). Offensive player has 10 seconds to cross half court. Over and back will be enforced. Stealing is allowed once across the half court line.
5th/6th: Full court press is allowed up until a 20 point lead, and then the defense must drop back to half court before picking up their man. Offensive player has 10 seconds to cross half court. Over and back will be enforced. Stealing is allowed.
15. Teams may play with 4 players or may forfeit. *New –you may borrow players from a non opposing team (can’t borrow from the team you are playing that day) in order to be legal strength. For example; if you have 4 players, you may borrow one (1). If you have 3 players, you may borrow 2 players but the game will be forfeited, thus will be giving the players valuable court time. No borrowing at tournament. Rosters are final as of the start of the first game. Each coach will sign in with their roster by filling out the score sheet prior to each game. Roster cards/score sheets will be available at the score table and will be available for download from our website also. It is the coach’s responsibility to provide one volunteer to score each game. This will not be provided by the YEA. Score sheets must be turned into YEA at end of game in order for points to be awarded for tournament seeding.
There will be a double elimination tournament at the end of the season. In the event of a win/loss tie the tournament seed will be determined by total points scored in regular season play.
